Costa Rica Adjusts Minimum Wages for 2025: Increment Details

Minimum wage increases announced with a significant rise for specialized roles and domestic work.
In Costa Rica, the minimum wage for 2025 has been established following a recent announcement by the Ministry of Labor and Social Security (MTSS).

As a legally obligatory threshold, the minimum wage ensures that no worker in the country earns below the established amount as per occupational level.

The wage adjustment is determined annually by the National Wage Council, part of the MTSS, which maintains the discretion to reassess wages every six months if deemed necessary.

According to labor attorney María Marta Salazar Muñoz, the right to a minimum wage is enshrined in Article 57 of Costa Rica's Political Constitution, playing a critical role in poverty alleviation.

For the year 2025, a nationwide increase of 2.37% has been sanctioned for most occupational categories.

However, domestic work will see a higher increment of 2.34%, and a generic specialized occupation category will experience a 0.56% boost.

These adjustments provide a foundation for determining lawful and equitable wages between employees and employers.

The salary scales categorize occupations from unskilled to professional levels.

Unskilled workers, who perform simple, routine tasks requiring physical effort and manual tools, form the entry-level category.

In 2025, they will see an increase of ₡8,499 from ₡358,609 to ₡367,108.

Next are semi-skilled workers, whose duties, though repetitive, demand some complexity and knowledge, having their minimum wage rise by ₡9,242 to ₡399,203 in 2025 from the previous ₡389,961.

Skilled workers, performing tasks requiring specific training or experience, will see salaries climb from ₡403,461 to ₡413,023, reflecting a ₡9,562 rise.

For generic specialized occupations—where tasks possess significant complexity and depth of knowledge—the nominal increase is ₡13,617, moving from ₡463,248 to ₡473,866.

Occupations requiring higher education credentials, such as technical diplomas, bachelor’s or licentiate degrees, will observe salary increases ranging from ₡12,348 to ₡18,153.

These adjustments cater not only to monthly salaries but also accommodate daily wage computations for standard daylight shifts.

Different adjustments apply for mixed or night shifts, dependent on the hours worked.
