Guatemala to Establish USAID-Funded Migrant Center Amid U.S. Deportation Policy Changes

A new facility in Tecún Umán will process deported migrants, reflecting Guatemala's evolving role in U.S. immigration policy.
On March 12, 2025, Guatemala's government announced plans to construct a new center for deported migrants in Tecún Umán, located near the border with Mexico.

This initiative is backed by a $2 million grant from the United States Agency for International Development (USAID), despite the agency facing significant budget cuts under the Trump administration.

The center, anticipated to commence operations in mid-2026, aims to facilitate the processing of up to 250 deportees at any given time, providing a more supportive environment for Guatemalans and other individuals being returned from the United States.

President Bernardo Arevalo highlighted the initiative as a compassionate effort, stating that it ensures deportees will be 'welcomed with open arms.' He made this announcement during a visit to the border, accompanied by Amy Pope, the director general of the International Organization for Migration (IOM), which is tasked with overseeing the construction of the facility.

This development occurs in the context of Guatemala enhancing its role in U.S. immigration strategies, following a recent agreement with U.S. Secretary of State Marco Rubio to accept third-country migrants, consistent with the broader deportation reform under President Trump.

In 2024, the United States deported approximately 66,000 Guatemalans, and projections indicate this figure may rise as the Trump administration has committed to increasing the pace of removals.

In furtherance of this strategy, Guatemala has consented to a 40% augmentation in deportation flights from the United States.

The new migrant reception center will supplement an existing facility located at La Aurora Air Force Base, primarily situated at a critical crossing point where many migrants enter Guatemala from Ciudad Hidalgo in Mexico.

Despite the strategic importance of the new center, its funding source, USAID, has come under scrutiny due to substantial budget cuts.

Since President Trump took office in January, reports indicate that he has reduced USAID contracts by 83%, putting various foreign aid programs on hold for reassessment.

However, the $2 million allocated for this project in 2020 managed to circumvent these drastic reductions.

Danilo Rivera, head of Guatemala’s Migration Institute, affirmed that the establishment of the center remains on schedule, offering crucial support for deportees amidst an evolving geopolitical landscape influencing U.S. immigration policies.
